If your PC won't turn on right after you turn it off it might be the power supply.

I had a Compaq Presario PC that we turned off before a storm and unplugged it then the next morning plugged it back in and tried to turn it on and nothing. There was a blinking green LED on the back of the poer supply.

According to this that was a good indication that the power supply was bad.

I replaced it with a new one and it booted up just fine.
